Yes. Social Security can be paid straight into a bank account in Montenegro: SSA routes international direct deposits through the Federal Reserve Bank of Kansas City and a processor bank in Montenegro, and has a sign-up form for Montenegro (SSA-1199-OP100).

It can be paid into a bank in Montenegro or a UK account. GOV.UK lists Montenegro among the countries where the State Pension goes up every year.

Old Age Security
Paid while you live outside Canada only if you lived in Canada for at least 20 years after age 18. Canada has no social security agreement with Montenegro, so time in Montenegro does not count toward that.

How Montenegro taxes you
Montenegro taxes its residents on worldwide income. You are resident if your domicile or the centre of your business and personal interests is in Montenegro, or if you stay more than 183 days in a tax year. The income tax law does not count pensions as income and does not limit this to Montenegrin pensions; the one exception is pensions paid under the law on salaries of state and public officials. Interest, dividends, rent and capital gains are taxed at a flat 15%, and the municipality adds a surtax of 13% of the tax (15% in Podgorica and Cetinje). Tax paid abroad on foreign income is credited, up to the Montenegrin tax on that income. Montenegro has no income tax treaty with the United States. The income tax scale:

What US citizens still report
US citizens file a US return on worldwide income wherever they live; there is no US income tax treaty with Montenegro. Two reports cover money held abroad:
