Public care in Hungary is funded through social security. A foreign resident who is not insured through work in Hungary or through EU rules can sign an agreement for health services with the health insurance administration, showing a Hungarian residence document. The monthly contribution is 50% of the minimum wage on the day you sign, and 30% for each child under 18. A paid health assessment comes first, and conditions it finds are not covered. Apart from emergencies, care starts only in the 24th month, unless you pay 24 months of contributions back when you sign.

Paying for care in Hungary

23.1% of health spending in Hungary is paid directly by patients, about 2 times the US share, so plan how you will pay before you move.

Retirees use either an international health plan, which can also cover care at home and in other countries, or a local plan from an insurer in Hungary, which costs less but covers care there only. Prices depend on age and on the insurer's terms for existing conditions; compare written quotes.

If you are on Medicare

Medicare usually does not pay for care outside the United States; the exceptions are narrow, such as a foreign hospital closer to your US home than the nearest US hospital.

Healthcare questions

Does Medicare cover me in Hungary?

Medicare usually does not pay for care outside the United States; the exceptions are narrow, such as a foreign hospital closer to your US home than the nearest US hospital. Plan on private insurance or paying directly for care in Hungary.

Do I need health insurance for the Guest Investor visa?

The guest investor permit does not require proof of health insurance: the law leaves the general health insurance condition out for this permit. Other permits, such as the White Card, need proof that you are fully insured or can pay for your care.

How much of the bill do people pay themselves?

In Hungary, 23.1% of all health spending is paid out of pocket, against 10.9% in the US (World Bank, 2023).

Can foreign retirees use public healthcare in Hungary?

Yes, by signing an agreement for health services and paying a monthly contribution of 50% of the minimum wage. Apart from emergencies, cover starts in the 24th month unless you pay 24 months back, and conditions found at the health assessment are excluded.

Do I need health insurance for a Hungarian residence permit?

Not for the guest investor permit, which the law exempts from the health insurance condition. Most other permits, such as the White Card, require proof of full cover or the means to pay for care.

Is there English-speaking healthcare in Budapest?

Yes. FirstMed runs a private English-speaking clinic in Buda with a phone line staffed 24 hours, and Semmelweis University's clinics treat non-EU patients for published fees.
